So does this mean that to obtain the mist/dust effect, the painting is allowed to dry and then the thinned paint is layered on the object underneath?

That's how I would do it. It'd give the transparent look I was looking for if done that way.  ;)
Cigarette smoke, chimney smoke or even a low hanging cloud would be something I'd put in after the initial painting dried. IF I was looking for a transparent effect.

Very clever yes... and isn't it possible when your paint is thinned for a glaze... to 'drybrush' with it... should give a different effect too?
